The judges of the Civil Division of the Court of Common Pleas of Allegheny County are located on the 7th and 8th floors of the City-County Building.

The Compulsory Arbitration Office is located in 536 of the Courthouse. The Compulsory Arbitration hearing rooms are located in 523 of the Courthouse. All appeals from Magisterial District Judges and cases where the amount in controversy is $25,000 or less (exclusive of interest and costs) must first be heard by a panel of three attorneys in Compulsory Arbitration, with a right to appeal de novo to a court of record.
