The Community Intensive Supervision Program (CISP) is operated by the Court of Common Pleas of Allegheny County, Family Division, Juvenile Section. CISP was designed for first-time and repeat male offenders between the ages 10-18 and operates in five community centers: Garfield, Hill District, Homewood, McKeesport and Wilkinsburg. All youth placed with CISP are supervised, monitored and held accountable twenty-four hours a day. The youth are required to report to their assigned center after school and on weekends. CISP staff provides transportation. Each youth must complete 100 hours of community service before they are positively discharged from the program.

Youth are assigned to the program site that services the community in which they live. The centers are open seven days a week from 10:00 a.m. until midnight. Youth remain in their communities and are introduced to positive community resources.

CISP provides a full range of programming for these youth including a major emphasis on drug and alcohol education/assessment and treatment. Other programming includes academic tutoring, recreation, cultural activities, community service and employment initiatives. The objective for each youth in the program is to develop acceptable norms of behavior. Every aspect of CISP is designed to change negative behaviors through electronic monitoring, parent support groups and various other competency building and treatment groups.
