Housing Court Help Desk Information

Pursuant to the Administrative Order of August 31, 2021, all Housing Court cases scheduled for Arbitration Hearings to be held in September where a stay order was entered as a result of a Center for Disease Control Declaration or related affidavit being filed on the case shall be rescheduled to a new Arbitration date that shall occur no sooner than 20 days from the previously scheduled hearing and no more than 30 days from the previously scheduled hearing.

The Housing Court Help Desk is tasked with assisting litigants involved in landlord/tenant appeals from magisterial district judge decisions in cases involving residential property and is located at the Department of Court Records office, 1st floor, City-County Building, 414 Grant Street, Pittsburgh.

Due to the ongoing COVID-19 pandemic, clients are being assisted remotely. Parties involved in landlord/tenant actions are encouraged to utilize the forms available on this Housing Court webpage when possible. It is important that forms be completed in their entirety, including: name, address, phone number and email address for both the landlord and tenant.

Praecipe to Schedule Arbitration Hearing – Landlord/Tenant Cases
  1. Effective March 31, 2021, the Department of Court Records will resume assigning arbitration hearing dates for new landlord/tenant complaints. If you filed a new complaint during the Emergency Operations Order and were not issued a hearing date, once all parties are served with the complaint, you should file a Praecipe to Schedule an Arbitration Hearing, available in the forms section of this webpage, with the Department of Court Records. Blank praecipes are also available at the Department of Court Records and at the Housing Court Help Desk. You will be assigned the first available hearing date upon filing your praecipe. There is no cost associated with this filing. Service of the praecipe is made by the Department of Court Records.
  2. All in-person landlord/tenant cases will resume on June 3, 2021.
  3. If you have any questions regarding obtaining an arbitration hearing date for your landlord/tenant case, you may email the Housing Court Help Desk at: hchelpdesk@alleghenycourts.us.
