Board of Viewers | Definition

DEFINITION:
Historically, the Board of Viewers - a panel of both lawyers and lay persons - was an appointed body with the chief responsibility of property evaluation in eminent domain cases. At the present time, the Board continues to decide cases of eminent domain.

WHO IS THE BOARD OF VIEWERS?

At the present time, the board of Viewers is made up of the following individuals:
  • Michelle Lally, Esquire, Administrative Chair
  • Mary D. Colville, Esquire
  • Helen M. Lynch, Esquire
  • Michele Zappala Peck, Esquire
  • Carmen V. DeChellis
  • Stephen M. Farino, Esquire
  • Barbara R. Utterback

In addition, certain "special masters" may be assigned to sit temporarily on the Board of Viewers to assist on the hearing of Tax Assessment Appeals. These Special Masters are designated by the President Judge of Allegheny County, or may be specially appointed by the Administrative Judge of the Civil Division of the same.
