SUMMARY:
|
This is a professional level position assigned to the Court of Common Pleas of Allegheny County, Family Division, Juvenile Section. The Probation Officer is responsible for carrying out the mandates of the “Juvenile Act” contained in the Judicial Code (Title 42-Chapter 63) and the Rules of Juvenile Court procedure relating to the care, guidance, control, trial, placement and commitment of delinquent children. This individual’s responsibilities include conducting investigations, completing reports and making recommendations to the court, reviewing and examining complaints and charges of delinquency or dependency for the purpose of considering the commencement of proceedings under the Act. This individual must know, understand and implement the Balanced and Restorative Justice philosophy (BARJ) by routinely engaging assigned caseload in BARJ activities.

QUALIFICATION REQUIREMENTS:
|
- Bachelor’s degree with major course work preferably in Criminal Justice, Sociology, Psychology, Social Work or related field with a background of at least 18 credits in the behavioral or social sciences and possess a minimum of two (2) years of relevant work experience or a Master’s degree with major course work preferably in Criminal Justice, Sociology, Psychology, Social Work or related field with a background of at least 18 credits in the behavioral or social sciences and possess one (1) year of relevant work experience.
- Knowledge of the “Juvenile Act” and the juvenile justice system, knowledge of the social factors and causes of social maladjustment of juveniles and adults, knowledge of current social economic, legal and health problems and recourses, knowledge of individual and group behavior.
- Effective written and verbal communication, ability to problem solve, work independently and demonstrate solid counseling skills.
- Ability to deal with stress associated with position/environment.
- Act 33/34 Clearance, FBI Criminal Record Clearance, and Pennsylvania Driver’s License/Insurance.
- Work non-traditional hours and be on call 24 hours a day.

ESSENTIAL DUTIES & RESPONSIBILITIES:

- Supervise and assist juveniles placed on probation or in protective supervision or care by order of the Court or other authority of law.
- Make appropriate referrals to private or public agencies of the community where assistance is needed or desired.
- Gather, evaluate, document and maintain data pertinent to individual cases in connection with both investigation and supervision.
- Coordinate with public/private community agencies to clarity and address client’s needs and enhance strengths.
- Prepare court reports, attend and present information at hearings.

SUMMARY:

The Community Monitor assumes an important role within the Community Intensive Supervision Program, serving as role model for responsible behavior and personal integrity. This position is responsible for the direct supervision and control of juvenile males committed to the program as an alternative to institutionalization. Monitors work directly with Probation Officers/Case Managers and juveniles, implementing the case plans of case managers, reporting progress and recommending progression through program levels. * High school diploma or equivalent; Associates degree or additional business school training, including computer technology, preferred.
* Minimum of three years related experience in an office/clerical setting.
* Knowledge and experience with PACSES and ePACSES, and/or court processing experience preferred.
* Good typing and computer skills (knowledge of Family Division computer system preferred.)
* Good writing and proofreading skills.
* Strong figure/math aptitude and high degree of accuracy.
* Ability and willingness to interact effectively in a team environment and with other staff.
* Ability to work and communicate effectively with lawyers, court and government officials, associates, clients and the public.
* Must have the ability to work under pressure; deal with stress associated with confidential Court environment and time restrictions. Must be able to sit, reach, bend, stoop and stand, perform repetitive motions with wrists, hand and fingers, daily handwriting over long periods and performing computer input duties, open/close files and mail.

ESSENTIAL DUTIES & RESPONSIBILITIES:
|
* Process Hearing Officer recommendations into various court orders on the computer system; update various computer screens with case information and review financial screens to ensure accuracy of court orders entered by the Hearing Officer.
* Review ePACSES daily to ensure that correct diary sequence was used and note screen was updated.
* Prepare and process bench warrants; input computer data to prepare affidavit, request for bench warrant, service referral form and bench warrant.
* Prepare cases for Contempt Court proceedings and correspond with Judge’s staff, County Solicitors, and defense attorneys regarding scheduled contempt cases
* Assist Judge during Contempt Court proceedings, enter all Judge’s order’s on to PACSES, process 6A commitment and release forms, mail and serve all Judge’s Order to parties involved
* Utilize ePACSES daily to generate and process modification and contempt petitions as well as schedule modification and compliance review dates as recommended by the Hearing Officer
* Generate and process genetic testing as recommended by Hearing Officer.
* Regularly utilize Microsoft TEAMS for conference calling and/or use of the conference video call.
* Update and close diaries associated with their processed cases on EPACES.
* Assist Hearing Officers in courtrooms with copying, handing out recommendations and making telephone calls to attorneys or clients as needed.
* Process exceptions Orders returned from the Judge
* Back up Unit Clerk as assigned.
* Process 6A forms and fax necessary paperwork for defendant to be released from ACJ.
* Work all ePACSES tasks and mail alerts daily * Scan and Index court documents into the PACSES Imaging System.

OTHER DUTIES & RESPONSIBILITIES:
|
* Respond to inquiries from court personnel, attorneys and others concerning procedures, schedules, and specific cases.
* Access JNET and Allegheny County Jail websites.
* Utilize texting program to correspond with defendants regarding missed purge payments and court appearances
* Participate in trainings and meetings virtually using Microsoft Team sand Zoom applications as needed or directed.
* Review and analyze morning mail and e-mail messages; take appropriate action on warnings and alerts.
* Update computer data including name, address, employer, and attorney changes, as needed.
* Enter medical information on CINS screen.
* Generate and process NMSN form.
* Set up and assist with the video conferences for cases that are assigned to the Hearing Office Unit.
* Perform clerical duties such as typing, faxing, copying, filing, maintaining supplies, etc. as needed.
