The Allegheny County Office of Conflict Counsel is tasked by the Fifth Judicial District with handling court-appointments in criminal, delinquency, and dependency cases.
The Delinquency Division is assigned cases that constitute a conflict of interest for the Office of the Public Defender where children are charged with crimes in delinquency petitions as well as Petitions for Transfer to Juvenile Court where children are charged as adults under Act 33. The Office also represents children that are the subject of an involuntary commitment petition for drug and alcohol treatment under Act 53.
The Dependency Division is assigned cases that constitute a conflict of interest for KidsVoice in representing children that have been adjudicated dependent as either guardians ad litem or counsel. The Office also handles Shelter proceedings as well as representing children during Termination of Parental Rights proceedings.
